Mayor Gamec stated that if we want a bridge, this is the site we would prefer to have.
That means we or the County will have to purchase that. He noted the yellow area and
asked how we would handle that.

Councilmember Hendriksen stated that we have discussed transitional zoning and how to
buffer existing development from higher new development density; this area was missed.
Maybe we need language that says there may be land that was missed.

It was asked could we include it in the quasi-public intent.

Another issue was a way to discuss transitional housing that has been increasing, plus
ways to border things such as bridges.

Councilmember Hendriksen commented on a bridge in that area and a buffer - also with
having some potential uses but still having a buffer.

Mayor Gamec asked how do we get that into words.

Ms. Sherman stated that if Council recalls, we talked about transition density - redone to
three units per acre and mixed at five units. The language between urban, rural
residential, transition and mixed residential are very similar. We see a transition in any
of our districts. You just do something to buffer that. That's what we see happening as
an implementation tool to the plan.

Councilmember Hendriksen stated that if there is similar language in the mixed
residential, then he would like to see it. He noted there have been times in the City when
he is not comfortable in relying totally on staff- staff changes. If the language says that
in mixed residential we will have buffering, then he would be satisfied with that.

Ms. Sherman noted Page V-18, #6, states that new development that's adjacent to
existing large lot development...she read it. It calls for transitional, plus we call for it to
be a P.U.D. so we have control. P.U.D. is the tool we say that will help focus
developments more than with regular zoning.

Councilmember Anderson asked what about the bridge corridor.

Ms. Sherman responded that we did not designate that corridor because we did not want
to be prepared to buy it.

Councilmelnber Haas Steffen stated that if we do not designate anything tonight, but we
just draw the line, we still have time in the future to do more.

Attorney Goodrich agreed that you can amend the comprehensive plan any time.

Councilmember Haas Steffen stated we could add to quasi public that it includes a
bridge.

Special City Council/March 30, 1999
