Councilmember Haas Steffen stated that her point is to ask them to be specific.

Ms. Sherman stated the next item is the Pearson/Nathe property on Highway #10 where a
bridge crossing may occur.

Councilmember Haas Steffen stated that her concern is do we have this right? She
mentioned the Jim Martin property - adjacent to the current Diamonds Sports Bar. She
did not feel that the County is willing to sell that off unless we are okay with preserving
this new crossing. If the property owner wants to sell, we have to be ready to "put up or
shut up".

Councilmember Hendriksen stated, regarding all of that area, he believes on several
occasions we have discussed the fact that these people deserve some rural transition
zoning. We have come to a consensus on that and it does not show up on the plan.

Councilmember Haas Steffen stated she would hope we are thinking of enough property
for a more than an at-grade crossing. She is trying to make sure we save and either the
County or City has to put up the money. What is the best way to zone to make sure that
happens. She asked if that crossing should be quasi-public.

Ms. Sherman stated that quasi-public would not allow that unless you change it. Maybe
you could include major right-of-way.

Councilmember Haas Steffen asked if that was possible.

City Attorney Goodrich stated that maybe you could. If you take it away from private
property, you could condemn that.

Councilmember Haas Steffen stated she would hope the County would join the City in
that effort. She added she would rather purchase it empty today.

Mr. Goodrich stated if you leave this as quasi public, then we need to change it to that
designation by the zoning ordinance. If they cannot, then we would have to buy it.

Councilmember Hendriksen stated that when someone comes in with a proposal, that's
when we would start looking at acquiring it for a different means.

Councilmember Haas Steffen stated a buffering would become a part of the plan.

Councilrnember Zimmerman inquired if the corridor could be zoned quasi public?

Mr. Goodrich stated we can zone it how we want but we need to be prepared to purchase
it.

Special City Council/March 30, 1999
