Case #3: Schedule Comprehensive Plan Meeting <br /> <br />Consensus was to schedule the next Comprehensive Plan meeting for Tuesday, April 20, <br />1999, at 6:30 p.m. <br /> <br />Case #4: Pipeline Easement Acquisition <br /> <br />Community Development Director Sherman noted that a couple of meetings ago, the City <br />Council discussed Northern Natural Gas Company's request to extend a pipeline through <br />the northern part of Ramsey. The City filed as an intervenor because of questions <br />relating to the emergency shut-off valve and the acquisition process. That item is in the <br />hands of the Federal Government. What's on the agenda tonight is discussion of actual <br />easements owned by the City. There are six of them that cross City parcels. Staffwill be <br />recommending that City Council not take action so staff has an opportunity to review the <br />sites. She presented a map and gave a summary of the parcels. <br /> <br />City Attorney Goodrich added that Northern Natural Gas Company is seeking the City's <br />permission to cross several City streets. In some instances, there are actual easements <br />and in some instances, they are temporary. <br /> <br />Dennis Workmeister, Manager of Right-of-Way for Northern Natural Gas presented the <br />background on his company and also talked about the pipes themselves and safety <br />aspects plus fight-of-way requests. <br /> <br />Glen Haas, Director of Certificates of Reporting, stated he works in the regulatory <br />department and gave a brief overview of the status of the project (the Elk River loop). He <br />stated that the application was protested by the Cities of Ramsey and Andover, therefore, <br />more detailed information is required. Northern Natural Gas will look at the impacts, <br />look at safety procedures and look at alternate routes. <br /> <br />Mr. Workmeister added that the benefit for the City of Ramsey is additional gas and <br />acquisition dollars. He noted that they have a partner, which is Minnegasco. <br /> <br />Orin Hendriksen, Engineer Manager for Minnegasco/Reliant Energy, presented an <br />overview of why this project is taking place. He stated they contacted Northern Natural <br />Gas Company for more gas, thus this process was started. He stated they are present to <br />ask the City of Ramsey to support an easement right-of-way they need to do the <br />construction. <br /> <br />Mayor Gamec commented on staff reviewing the sites. <br /> <br />Ms. Sherman responded that staff has not had a chance to review each parcel and she <br />would feel more comfortable if there was a chance to view each site. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to <br />table action on the pipeline easement acquisition to the April 27, 1999 meeting. <br /> <br />City Council/April 13, 1999 <br /> Page 6 of 14 <br /> <br /> <br />
