Miller, for $46,806.50, as
well as the construction of the parking lot and drive for $9,800.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Zimmerman,
and Hendriksen. Voting No: None.

Discussion ensued relating to better, more formal, signage for Central Park and also for
Rivers Bend Park.

3) Purchase of Accessory Equipment for Rifles

Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to
adopt Resolution #99-04-072 authorizing the purchase of accessory equipment for
surplus rifles from drug forfeiture funds.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
and Anderson. Voting No: None.

2) Authorize Transfer of General Fund Revenues

City Administrator Norman stated that the City has a policy that distributes excess funds
at year end into three separate funds: the Equipment Revolving Fund, Facilities
Construction Fund, and the Public Improvement Revolving Fund. Staff recommends that
$477,259.09 be transferred from the General Fund to the Equipment Revolving Fund in
the amount of $37,725.91, the Facilities Construction Fund in the amount of $150,903.64,
the Public Improvement Revolving Fund in the amount of $188,629.54, and the
remaining $100,000 to be used to fund the remaining costs of remodeling the Old Town
Hall.

Councilmember Zimmerman stated he is in favor of the 10%, 40% and 50% to the
different funds, but he is not in favor of the remaining $100,000 being earmarked for the
old town hall.

Councilmember Hendriksen stated he would rather have some fiscal control on the old
town hall. So much has been done on it foolishly. This was turned over to other people
who did not have the City's best interest in mind.

Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to
place discussion of funding for the old town hall on a Council work session agenda.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen
and Anderson. Voting No: None.

City Council/April 27, 1999
