however, there are some comments he's heard from people that he is not so proud of. He
noted that others have moved to Ramsey from North Minneapolis, areas of St. Paul, etc.
He would like to see people being able to live together regardless of race. This particular
housing project is a very good one and is mn by ACCAP. He mentioned a similar project
in Coon Rapids. Mayor Gamec added that if you are accused of alcohol-related
incidences or child abuse, etc., you are evicted from these homes.. He pointed ou~ that
these townhomes are maintained by a development company, off-street parking is not
allowed. There are a lot of restrictions on this type of housing. This project was
recommended to go on this site as it worked out the best of other locations looked at. To
think that people would hold it against a person who lives in one of these homes is very
disappointing. He added that Sunwood Drive has been in our comp plan for 12 years or
so. A lot of meetings have been held relating to the comp plan and there have been
several meetings on T.H.//47. With regard to notifying people of projects, the City is
legally bound to notify people within a certain radius. Traffic is always a concern in
Ramsey. We are looking for better east\west access. We are extending 153rd and hope to
be all the way across with it in the next year.

City Engineer Jankowski noted that the EAW addressed for T.H. #47 also included this
portion of Sunwood Drive.

Anna Nelson, 5470 - 149th Lane stated that she has a copy of the EQB Bulletin and there
is no mention of Sunwood Drive or Iow income rental townhomes.

Mr. Jankowski stated that the EAW looked at things such as the amount of mn-off and
wetland, etc. for T.H. #47 and this piece of Sunwood.

Councilmember Zimmerman noted the large number of people present and pointed out
that Council will be unable to hear everyone's comments.

Mark Wilson, 14761 Erkium Street NW, stated that he has asked ACCAP to come to a
meeting at his house.

Mark Brown, 14980 Argon Street NW, stated that he moved here last May, and at that
time he asked if there were any changes in development planned and he was told no. He
stated he came here from Brooklyn Park and he has seen what low income housing does
to a community.

Joyce Kalstabakken, stated that it's fine if Mr. Wilson wants to have a meeting but she
still feels a meeting needs to be held with the City Council, the highway department and
ACCAP. She stated that they are not prejudiced but they would request that this housing
be put somewhere where it's not already built up. She asked that Council put the
children's safety first.

Mayor Gamec stated that the housing could be discussed but the City is pretty committed
to the T.H. #47 project.

City Council/April 27, 1999
