City Administrator Norman and Finance Officer Lund disseminated a summary which is <br />a quick review of where the City is with regard to the CIP. A few notes - A case will be <br />presented on 143''d to 116 and the request may be to move it up in the CIP. At the last <br />work session, a discussion ensued relating to a new city hall project - to do the project in <br />2000, we would need to be working on it this year. Because of levy limits, a new city <br />hall will probably be put on hold. Street improvements - Sunwood Drive, $57, #116 - <br />are all in the 2000 CIP. <br /> <br />Discussion ensued relating to moving Sunwood Drive up to this year. It was noted that <br />Waste Management cannot sell land for two years after their merger. Councilmember <br />Zimmerman felt that the City should do something about that road anyway so we have <br />access. This issue will be sent to the Public Works Committee. With regard to City Hall <br />- a space needs study is being wrapped up this week. The Community Center Committee <br />will work with the City Hall space needs also. Mr. Norman stated he may be <br />recommending hiring a construction manager first and having them help to hire an <br />architect. He added there is no action on this issue - this is just an update on the CIP. <br /> <br />#3: Old Town Hall <br /> <br />City Administrator Norman handed out a prepared estimate with regard to the Old Town <br />Hall. <br /> <br />Discussion ensued relating to the cost, the historical significance, and ideas of what to use <br />the Old Town Hall for. <br /> <br />Direction given was to have the City Attorney find out what property we still own - as <br />we look at restoration and landscaping and to also find out about parking. It was also <br />suggested that an attorney/client privileged meeting be scheduled to have the City <br />Attorney advise Council if there is any recourse with regard to the land deal relating to <br />the Old Town Hall and Landmark Bank. <br /> <br />#4: Lord of Life Land Swap Proposal <br /> <br />City Administrator Norman presented a map showing the areas the City would need to <br />acquire. Lord of Life is proposing to give the City all the right-of-way we want for one <br />parcel. He felt it is a very fair proposal. <br /> <br />Direction was that Councilmember Zimmerman would work with Mr. Norman on this <br />issue and bring it back for discussion at the Public Works Committee. <br /> <br />#5: Vehicle Forfeiture <br /> <br />Police Chief Gustafson stated that the City was notified by letter that we have been <br />granted the forfeiture of a 1998 one-half ton Ford pick-up truck. The loan on it was for <br />$21,000, with a $7,000 payoff. There is no money in the Police budget to pay it off bu~ <br />there are a couple of other avenues available.
