would be used for DWI enforcement or training, etc., which is mandatory for profit from
DWI forfeit vehicles. Another option would be to initiate the forfeiture. The Police
Department does not need the vehicle, however, the Fire Department or the Public Works
Department may. This would save one of those departments from having to spend
approximately $20,000 to $25,000 next year on a vehicle.

Council directed staff to come back with a recommendation to the Finance Committee.

#6: Gun Club Conditional use

City Administrator Norman stated that he had a meeting in October 1998, with Gerald
Bauer who is the new owner (for the past year) of the Gun Club. At the meeting, he
suggested a CUP be drafted for Mr. Bauer to enter into. He is grandfathered in but he
said he will look at the CUP. A draft was done and sent to Mr. Bauer. Mr. Norman
noted a bill in the legislature that talks about gun clubs and how they will be run.

Councilmember Zimmerman stated that the gun club has been there for years and they
shoot less and less every year. He did not know what the Problem is.

Councihnember Hendriksen commented that the pistol range is new and that we could go
after the club for that.

Chief Gustafson responded that only shot guns may be shot there - pistols are not
allowed. Temporary ranges can be okayed by the Police Chief and he stated that he did
okay one last year, however, all Council has to say is it's out and it will be out.

Mayor Gamec stated that he is not against the gun club:

Councilmember Hendriksen stated that he is willing to put up with the gun club for the
preservation of open space.

#7: Golf Course Study

City Administrator Norman stated that the golf course study is in the budget for this year.
It came before the City Council in February and was sent back to a work session. Staff
met with the PCA to determine if they were willing to work with us. The PCA did send
back in writing, two concerns: 1) How the course will be worked; and 2) Explore the
different ways of fertilizing using organic fertilizer. This was sent back to the City
Council who then sent it back to a work session.

Councilmember Hendriksen asked if this would be entirely on the landfill property to
which Mr. Norman replied no, none is on the Waste Management property. The PCA is
interested in selling some land. He added that we cannot do anything until we have a
study. He read what the final report shall include and reported the cost is $3,500.

Councilmember Zimmerman inquired if this would be a private golf course.

City Council Work Session - May 3, 1999
