Mr. Norman responded that he is not sure. This is just a feasibility study to see if a golf
course is even feasible.

Councilmember Hendriksen stated that if it is just parkland, he would support this but
when we cross boundaries into the industrial area, that is where his support ceases. He
would like to see an aerial photo from the County Surveyor's office that shows the
boundary of the landfill and where the course is laid out and how it is laid out.

Mayor Gamec commented that there would be more taxes paid because it is a golf course.

Councilmember Zimmerman inquired if anyone knows if the County of Anoka is making
money on Greenhaven.

Mayor Gamec responded that cities do make money on golf courses and the private
sector does not make as much.

Direction of the Council was to place this item on the Finance Committee agenda.

#8: Other

a) 25-Year Anniversary

Councilmember Connolly feels she needs some staff input and asked if it is the plan to
cross Highway #5 with the parade. She asked, if so, at what period of time, what distance
and what is possible.

Discussion ensued relating to what can be done and what the costs may be.
Councilmember Hendriksen stated that Council needs to know how much money the City
is committing to that is not part of the $15,000 budget.

Mr. Norman offered that staff will work with putting a real budget together. He will meet
with the Anniversary Committee on Wednesday and will then make a presentation to the
Council.

It was noted by Council that there are a lot of questions relating to this celebration that
are not being answered. Mr. Norman promised to get answers and to provide more detail
on the budget.

A concern was expressed about a tent and whether or not it would only be used for a
church service. If that is the case, at least one Councilmember is against that. If it would
serve a multi-purpose, it would be agreed upon.

City Council Work Session - May 3, 1999
