Voting No: None. <br /> <br />Joe Wander, part owner of Prizm Electric, expressed his appreciation to City staff and the <br />Council. <br /> <br />Case #4: <br /> <br />Request for Approval of Proposed Site Improvements; Case of Duke <br />Grosslein, G-B Properties <br /> <br />Zoning Administrator Frolik stated that Duke and Dana Grosslein own the building at <br />6228 Highway #10 NW. The building was most recently leased to Lano Equipment and <br />they have now relocated to a site further east on Highway #10. The Grosslein's are <br />proposing to make some site improvements to the rental property before leasing it again. <br />Ms. Frolik explained that the Grosslein's are proposing to pave the rear lot and overlay <br />the front lot. Their proposal does not include any curbing. The existing fence around the <br />rear lot is in disrepair and the Grosslein's are proposing to replace the chain link fence <br />and insert vinyl privacy slats for screening purposes. They are also proposing to replace <br />the landscape rock in the boulevard areas parallel with Tungsten and Riverdale Streets. <br />This rock area is proposed to accept runoff. Ms. Frolik continued that the City Engineer <br />has reviewed the proposal from a drainage aspect and submitted the following comments. <br />The paving of the existing Class V area and the overlay of the existing bituminous <br />pavement will not significantly alter existing drainage problems and volumes. Drainage <br />from the area north of the building should be directed toward the Highway #10 ditch line. <br />Erosion control measures at the locations of discharge from the curb line need to be <br />provided for review and approval. The drainage for the east and south sides of the site <br />should be directed through curb and gutter sections to Tungsten and Riverdale <br />respectively. The Planning Commission reviewed the site improvement proposal and <br />negotiated with Duke Grosslein for some curbing and landscaping additions to the site. <br />Ms. Frolik stated that she and Parks/Utilities Supervisor Mark Boos met with Dana <br />Grosslein at the site. Grosslein's are proposing to pull out all the rock and install an <br />underground irrigation system and turf. They do not want to plant trees. <br /> <br />Duke Grosslein stated that they have a problem with the rock area. There is a lot of <br />vandalism so they would be putting up a privacy fence and getting rid of the rock. This <br />would prevent some of the window breakage. They will be putting in grass, which will <br />be kept up by the renter. He noted that they will be putting a lot of money into the <br />building and into beautifying the area. <br /> <br />Mayor Gamec agreed that the green area would be a real advantage. <br /> <br />Councilmember Hendriksen inquired what Mr. Grosslein's objection is to curbing in the <br />front. <br /> <br />Mr. Grosslein responded that the property is high enough; they have good drainage.
