and on Riverdale but he is not amenable to doing it on the Tungsten side - that's no <br />benefit to him at all. <br /> <br />Councilmember Hendriksen pointed out that there's a parking lot in the front and the City <br />is asking all businesses along Highway #10 to put in curbing. He wondered how the City <br />could ask some to do it and allow some not to do it. <br /> <br />Mr. Grosslein stated this is an issue of money. <br /> <br />Councilmember Hendriksen suggested that everyone could have that same argument. <br /> <br />Upon request, City Engineer Jankowski provided the Council with the benefits of <br />curbing. <br /> <br />Councilmember Anderson commented that it appears that the Planning Commission went <br />along with what Mr. Grosslein is proposing. <br /> <br />Mr. Grosslein stated that the Planning Commission did recommend some plantings, <br />however, he feels that grass has to be the answer because of the vandalism. <br /> <br />Councilmember Anderson expressed concern about treating people similarly. It's hard to <br />make exceptions. <br /> <br />Mr. Grosslein pointed out that looking at Tungsten and Riverdale, he is the only one who <br />has a boulevard. <br /> <br />Ms. Frolik pointed out that Mr. Grosslein's proposal for irrigation and turf is more <br />compliant with the City Code. There are no minimum requirements for trees or shrubs. <br /> <br />Councilmember Zimmerman stated he agrees with treating everyone alike and feels that <br />the City should stick with the curbing. <br /> <br />Councilmember Hendriksen stated that he heard that businesses along Highway #10 were <br />being asked to put in curbing. Here Mr. Grosslein is paving the lot and he is proposing <br />no curbing on the parking lot. Councilmember Hendriksen reiterated asking everyone to <br />do the same. <br /> <br />Mr. Grosslein commented on the property to the west of him. They have put in curbing <br />but he (Grosslein) does not want the problems that property is having. <br /> <br />Councilmember Hendriksen stated that his concern is not with Mr. Grosslein. He is <br />concerned that some businesses in the recent past have been asked to incur the expense of <br />putting in blacktopping and curbing. If we forgive all that expense or make everyone do <br />it, that's being consistent.
