Their thoughts were that at some point in the future that <br />it would have to be all redone, then the curbing could be installed on the front part. <br /> <br />Councilmember Anderson noted that the only issue the Planning Commission had <br />appears to be with the planting of trees. <br /> <br />Ms. Frolik reiterated that turf and underground irrigation is more in keeping with the City <br />Code. The Planning Commission really wanted turf but, at that time, Mr. Grosslein <br />wanted to replace the rock. <br /> <br />Mr. Norman noted there was an ordinance relating to curbing proposed for City Council <br />in 1997, however, the issue was tabled. <br /> <br />Ms. Frolik stated that a moratorium was placed on the enforcement of the curbing <br />because of the pending comp plan and a possible Highway #10 corridor study. However, <br />if new or expanded existing improvements took place, the City required paving and <br />curbing. <br /> <br />Councilmember Hendriksen suggested that if Mr. Grosslein is not required to put in the <br />curbing, he would have a very interesting argument for when he does future <br />improvements and that would be that we allowed him to pave the parking lot without <br />curbing. He added that he would call Mr. Grosslein's improvements new construction. <br /> <br />Mayor Gamec stated he has no problem with the front and no curb. His main concern is <br />the drainage and it appears there is no problem with that. <br /> <br />Motion by Mayor Gamec that the Council approve the site plan with the Planning <br />Commission's recommendation but that it be a grass area along Tungsten and Riverdale. <br /> <br />Motion died for lack of a second. <br /> <br />Councilmember Hendriksen stated that he is glad there will be some clean-up of the rear <br />portion of this property. He would like to separate it but is concerned about the issue of <br />the parking lot. Given the existing property that is there is a compelling reason to <br />grandfather Grosslein in but he is not prepared to say that tonight. He inquired how soon <br />Mr. Grosslein is ready to start on this. <br /> <br />Mr. Grosslein replied that he is ready to start very quickly. <br /> <br />City Council/May 11, 1999 <br /> Page 8 of 18 <br /> <br /> <br />
