Councilmember Hendriksen asked if anyone else on Council feels they would like to look <br />at that front parking lot. <br /> <br />Mayor Gamec felt that a lot should depend on Mr. Grosslein's reputation. He does what <br />he says he will do. If we do an improvement sweep on the corridor, we could ask Mr. <br />Grosslein for the curbing at that time. Mr. Grosslein's proposed improvements will make <br />a big difference in cleaning up the area. <br /> <br />Councilmember Hendriksen stated that he is familiar with Highway #10 and Lano <br />Equipment. He stated that he is just concerned about implications relative to the front. <br />When Mr. Grosslein re-paves, he should put in curbing. <br /> <br />Mr. Grosslein felt that the curbing request is unfair. <br /> <br />Councilmember Zimmerman felt that Council should take a second look at the property. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Hendriksen to <br />table action on the proposed Grosslein project until Council has a chance to view the <br />property. <br /> <br />Motion carried. Voting Yes: Councilmembers Zimmerman, Hendriksen and Anderson. <br />Voting No: Mayor Garnet. <br /> <br />Case #5: <br /> <br />Part A: Request for Exception to the Moratorium and Discussion on <br />Policy Regarding Urban Services <br /> <br />Community Development Director Sherman stated that Rick Burnam is seeking site plan <br />review to develop a 12,960 square foot office/warehouse building on Armstrong <br />Boulevard (CSAH #83). The application is located within the moratorium area west of <br />Armstrong Boulevard. The land use on the property had been discussed as a potential <br />location for transitional residential. However, it was determined that the wetland to the <br />north of the site provided a good buffer to the residential use to the north and that this <br />parcel should be designated as places to work which is consistent with the present zoning. <br />There is currently a 120-foot drainage easement that cuts through on the east side of the <br />property. The County has asked for an additional 15 feet. No building improvements or <br />roadway could be accommodated in the future. The site plan shows one access currently <br />and that access is shared with Adolphson Peterson. The County would like to move that <br />driveway to the west as much as possible. Because this lot is in a moratorium, we need to <br />take action regarding the moratorium. Staff felt it should be granted because this is <br />similar to others in the Business/Industrial area. This was tabled to receive information <br />from the County. That was received and that is the request for 15 additional feet. <br /> <br />Mayor Gamec commented that this would be an improvement. <br /> <br />Discussion ensued relating to setbacks. <br /> <br />City Council/May 11, 1999 <br /> Page 9 of 18 <br /> <br /> <br />
