Zoning Administrator Frolik stated that when C.R. #116 was constructed, he would have <br />to eliminate this driveway and rework his access. That's in the development agreement. <br /> <br />Rick Burnham stated that the problem he has is that with future expansion, he will need <br />two accesses and he thought he could do that on the back end of the property. The point <br />he is trying to make is the road can be moved down somewhat but there will not be the <br />distance to turn semi trucks if he has to move the road too far down. If necessary, the <br />building could be moved five to 10 feet. <br /> <br />Ms. Frolik suggested that maybe the Council should table action on this issue and staff <br />can contact the County to see how the traffic pattern could be worked out. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Hendriksen to table action on <br />this case and the next case (Part B: Request for Site Plan Approval; Case of C.R. <br />Concrete) until we receive answers from the County about the road right-of-way and <br />what the permitted accesses will be. <br /> <br />Motion carried. Concrete <br /> <br />Council tabled discussion of this case in the previous case. <br /> <br />Case #7: <br /> <br />Request for a Music Festival License; Case of Diamonds Sports Bar <br />and Grill, Inc. <br /> <br />Zoning Administrator Frolik stated that the owners of the Diamonds Sports Bar and Grill <br />have applied for a music festival license for an outdoor concert be to held on August 14, <br />1999, from 2:00 p.m. to 9:30 p.m. Ms. Frolik described that the music festival proposal <br />estimates that 3,000 to 5,000 persons will attend the event. The event will be held within <br />the perimeter fencing of the current softball fields. Part of that area will be used to <br />accommodate sanitary facilities, entertainment stage, food and beverage concessions, and <br />medical facilities. The remainder of that area will be used for off-street parking. The <br />applicants have made arrangements with A1 Pearson, the owner of farmland to the west, <br />to use his property for overflow parking. The parking concession will be managed by the <br />Ramsey Lions. It is staff's understanding that there will be shuttle service available for <br />persons parking on the Pearson farm. Ms. Frolik reported that because the event will be <br />adjacent to T.H. #10, staff contacted MnDOT. Keith Van Wagner of MnDOT Permits <br />Division indicated that no special permit is required for this outdoor concert. He noted <br />that the local police department has the authority to implement any traffic control <br />necessary on Highway #10. Ms. Frolik noted that the license has been drafted to require <br />the applicants to pay for police presence on the day of the event. Police Chief Gustafson <br />has researched outdoor sales of liquor. He has reported that State law requires that the <br />area in which liquor will be served has to be fenced and the insurance policy covering the <br />liquor sales must state in writing that the outdoor sales of liquor is covered.
