Councilmember Zimmennan stated he would agree with Councilmember Hendriksen - have the
urban area be mixed residential where four units per acre would be liberal. Leave the existing
residential neighborhoods the way they were developed; nearer County Roads go with medium
density. He did not know if we can go any more dense than that. Some people are not happy
with the density of the Sunfish town homes.

Mayor Gamec stated that he knows five people who live there and they are happy with the
density.

Discussion ensued relating to mixed residential and it was determined that there may be a
difference in opinion of what mixed residential is. Mixed at five units per acre would be
allowing townhomes.

Councilmember Hendriksen suggested leaving ourselves some negotiation room.

It was suggested to do 4, 6, and 15 (the table on V-21).

V17 - Mixed residential performance - take out condominiums but townhomes and duplexes are
okay.

It was stated that policies would protect the City from condominiums on three acres of land
amidst residential homes.

Mr. Norman had a prior commitment and had to leave the work session (7:00 p.m.).

V- 18 - Ms. Sherman explained what does protect the City.

Councilmember Hendriksen referred to V-17 and asked how much of paragraph #2 remains in
this document.

Ms. Sherman talked about rewording that.

Councilmember Zimmerman referred to clustering and stated that he would not support one-half
acre lots.

A discussion commenced relating to clustering. Councilmember Hendriksen stated he is all for
leaving pictures in the comp plan, but he did not want to see any language that commits the City
to having to have any cluster developments.

Rural staging issue - Ms. Sherman presented a map.

Councilmember Hendriksen stated he could agree with that but to use Ramsey Boulevard as
opposed to Armstrong.

Ms. Sherman stated she would add the line to the staging map for rural staging.

City Council Work Session/May 24, 1999
