City Attorney Goodrich stated that the City has all these regulations but on many <br />occasions has allowed metes and bounds subdivisions. <br /> <br />Councilmember Hendriksen asked if they were allowed without frontage to which Mr. <br />Goodrich responded that he was not sure. <br /> <br />Councilmember Hendriksen stated that on the plat drawing it looks like there is a road. <br />We may end up with a worse situation - three lots and no public road. <br /> <br />Ms. Frolik responded that with a metes and bounds subdivision, there will be no platting <br />of a road; the access will continue to exist as a private driveway easement between <br />property owners. <br /> <br />Councilmember Anderson stated that she would like to go forward with better planning <br />in the City and metes and bounds seem backwards. <br /> <br />Councilmember Hendriksen inquired if the metes and bounds subdivision would create <br />another buildable lot. <br /> <br />Attorney Goodrich stated that the right to a building permit is not inherent with a lot split. <br /> <br />Ms. Frolik stated that a metes and bounds subdivision is not intensifying the current <br />status of the property as it relates to the number of homes serviced by a private drive <br />easement. <br /> <br />Councilmember Hendriksen stated he is surprised the City would permit subdivision of a <br />property without public access. He suggested tabling action on this case until answers <br />are developed for all the questions Council raised. <br /> <br />It was noted that Mr. Danner was present. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to <br />table action on the Danner request until the following questions are researched: 1) How <br />does this case compare to Council action in the case of Pettersen Estates; 2) Give other <br />examples where the City has done a subdivision without frontage; and 3) Present future <br />subdivision plans for the Danner property - plans 20 to 40 years from now. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman <br />and Anderson. Voting No: None. <br /> <br />Leo Anderson, Planning Commission Chair, pointed out that the Planning Commission <br />never considered a metes and bounds subdivision.
