The eminent domain process requires <br />a 90-day period before the governmental unit can receive title. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen to adopt <br />Resolution #99-06-110 initiating eminent domain action for the T.H. #47 STP Project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, and <br />Zimmerman. Voting No: None. <br /> <br />Mayor Gamec requested updated numbers from Finance Officer Lund on the costs of the project. <br /> <br />Councilmember Zimmerman questioned if any State money would be available to help in <br />acquisition of these properties. <br /> <br />Director of Public Works Kapler stated that he would have to research it. <br /> <br />Councilmember Zimmerman suggested having the City consultant look into extra right-of-way <br />funds. <br /> <br />Case #11: Discussion of Northern Natural Gas Company Pipeline <br /> <br />Community Development Director Sherman stated that Northern Natural Gas Company is <br />intending to install a 16-inch line within an existing easement that currently has a six inch line in <br />the northern part of Ramsey. The line provides natural gas to NSP and Minnegasco and is <br />needed to provide service to the area. The line is 14.7 miles long and runs from Hugo to Elk <br />River. The company will be acquiring additional easement rights, some are proposed to be <br />temporary and some are permanent. Ms. Sherman explained that the City of Ramsey does not <br />have a review requirement for installation of this type of pipeline. The pipeline company <br />contacted the City and they were notified that the City does not have a permit requirement for the <br />general installation, but permits to cross right-of-ways would be required. They have submitted <br />information for the permits required, requests for additional easements necessary for the <br />installation of the pipeline on City owned land. They are also working with individual property <br />owners in regard to easement acquisition. The cash proposal to acquire the necessary easements <br />is $27,533. Since all of the parcels affected are park parcels, staff is recommending that the <br />funds be directed to a park purpose such as the community built playground in Central Park. The <br />funds would replace the fundraising that would be necessary under the current budget and would <br />allow more energy to be spent on organizing volunteers for the actual construction. Ms. <br />Sherman noted that Parks/Utilities Supervisor Boos has reviewed each of the site locations and <br />has proposed site work, restoration, tree relocation and tree removal. Additionally, trees from the <br />City's Brookview nursery will be transplanted to Ermine Creek Park. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to <br />approve the agreement regarding easements on City owned land and to authorize the Mayor and <br />City Administrator to execute the easements and related agreement document. <br /> <br />City Council/June 8, 1999 <br />Page 12 of 16 <br /> <br /> <br />
