Case #9: <br /> <br />Request for Authorization for Execution of a Development Agreement with <br />Knoll Properties/Anderson & Dahlen, Inc. <br /> <br />City Administrator Norman stated that the proposed TIF development agreement is with Knoll <br />Properties/Anderson & Dahlen, Inc., for construction of a facility which will be located in <br />Energy Industrial Park as part of Development District No. 1 and Tax Increment Finance District <br />No. 6. The company currently operates out of Coon Rapids and employs approximately 110 <br />people and is anticipating hiring an additional 40 to 50 new employees with the expansion in <br />Connexus' Energy Park. Anderson & Dahlen, Inc. is a job shop, metal fabricating business <br />serving three primary markets; the factory automation industry, the packaging machinery <br />manufacturing industry, and custom equipment for food and pharmaceutical industries. <br /> <br />City Administrator Norman explained that the Anderson & Dahlen Inc. facility will be an 84,000 <br />square foot building with a minimum estimated market value of $2,940,000. It is anticipated that <br />the project will generate approximately $76,000 in net increment per year toward the TIF <br />District, which will be used to pay for the $191,000 purchase of land from Connexus Energy. <br />The TIF District is scheduled to be competed in the year 2006. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Anderson, to authorize <br />execution of development agreement with Knoll Properties/Anderson & Dahlen, Inc., contingent <br />upon review by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, and <br />Zimmerman. Voting No: None. <br /> <br />Knoll Properties/Anderson & Dahlen expressed thanks to the City of Ramsey for their <br />cooperation in getting the process completed. <br /> <br />Case #10: <br /> <br />Initiate Eminent Domain Proceeding to Acquire Property and Property <br />Right to Facilitate T.H. #47 STP Project <br /> <br />Director of Public Works Kapler stated that the City is lead agency on the T.H. #47 STP Project <br />and, as such, is required to obtain the right-of-way and other property rights necessary to <br />facilitate the project. The City has initiated the acquisition and relocation of 13 homesteads <br />along T.H. #47. To date, the City has closed on nine of the 13 properties and is anticipating <br />closing on the remaining four in the next couple of months. In addition to the whole property <br />takings, there are a number of strip takings and certain property rights that need to be obtained. <br />These property rights include drainage and utility easements, temporary construction easements, <br />and right-of-access acquisitions. <br /> <br />Director of Public Works/Fire Chief Kapler noted that all of these properties and property rights <br />must be acquired before a contract can be let for bids. Although the construction is not likely to <br />start until spring 2000, the target date for bid opening is still October 1999.
