permitted uses in the Business Warehouse zoning district. The site plan proposes an initial <br />building size of 84,000 square feet with a possible future expansion onto the adjacent lot to the <br />south. The initial building complies with the 35% lot coverage restriction on Lot 1. The <br />building location meets all setback requirements. Ms. Frolik noted that, in accordance with City <br />Code, the exterior walls of the building are proposed to consist of Fabcon low rib panels with red <br />aggregate and two smooth face bands around the front and sides of the building. The front <br />entrance will be tinted, curved glass. Ramsey's maximum building height is 35 feet; the south <br />end of the building is 40 feet in height to accommodate 10-ton overhead cranes. The Board of <br />Adjustment granted a five foot variance to the height restriction on June 8, 1999. The plan <br />shows two accesses onto Sunwood Drive, which is acceptable to the City. All driveways, <br />parking areas and loading areas are proposed to be surfaced with bituminous and finished with <br />B-612 concrete curbing. A sufficient number of parking spaces are proposed. If waste storage is <br />to be conducted outdoors, then the site plan needs to be modified to include a 100% screened <br />waste storage area. <br /> <br />Motion by Councilmember Zimmerman, seconded by Mayor Gamec to approve the proposed <br />site plan for Knoll Properties contingent upon compliance with the City Staff Review Letter <br />dated June 3, 1999. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, and <br />Hendriksen. Voting No: None. <br /> <br />Case #8: <br /> <br />Request for Final Plat Approval of A.E.C. Energy Park 4th Addition; Case of <br />City of Ramsey <br /> <br />Comnmnity Development Director Sherman stated that Knoll Properties has submitted a site <br />plan and related documentation to construct a manufacturing facility in the A.E.C. Energy Park. <br />Part of their proposal is to purchase a portion of an existing lot. In order to facilitate the sale of <br />the property, a new plat has been created which splits the existing lot into three parcels. One lot <br />is to be sold to Knoll Properties for immediate construction, the second parcel is an outlot to be <br />held for two years for expansion of Knoll properties, and the third parcel is a lot to be retained by <br />Connexus Energy for construction of a substation. Ms. Sherman explained that Lot 1 will have <br />access to Sunwood Drive. The new outlot will have access in the future to an extension of 143~a <br />Avenue via an outlot that has previously been platted and conveyed to the City. Connexus <br />Energy currently has an easement over the outlot for access to the lot they will be retaining. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to adopt <br />Resolution #99-06-109 granting final plat approval to A.E.C. Energy Park Fourth Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, and <br />Zimmerman.
