Ms. Frolik responded that no other building permits will be allowed without construction of a <br />public road. <br /> <br />Councilmember Hendriksen stated that he was disappointed that staff did not do the research that <br />he requested. He stated that the parcel has had a history of coming back numerous times to the <br />City Council for metes and bounds subdivision. Since 1983, the Council has been consistent <br />with denying the lot split without a public road. Councilmember Hendriksen stated that he does <br />not think Council should support subdivision without a public road. <br /> <br />Ms. Frolik stated that in 1983, a previous property owner was granted a variance to build a home, <br />which stated that no other building permits would be granted without a public road. In 1988, a <br />request from another property owner to subdivide the property into three lots by metes and <br />bounds description without construction of a public road was denied. Ms. Frolik explained that <br />Mr. Danner used the variance granted in 1983 to build his home. <br /> <br />Mayor Gamec stated that no building permits can be issued without a public road and that the <br />only concern would be getting fire protection into the property. <br /> <br />Fire Chief Kapler stated that he visited the site and reported that part of the driveway is gravel <br />and the section nearest the home is asphalt. The driveway is narrow but very well maintained. <br />Cases such as this cause some unique difficulties for emergency response, but in this particular <br />case, a lot split would not cause any additional hardship because no new dwelling units will be <br />allowed without a public road. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to direct <br />staff to draft the findings of fact relating to Mr. Danner's request for a metes and bounds <br />subdivision. <br /> <br />Motion carried. Voting Yes: Councilmembers Hendriksen, Zimmerman and Anderson. Voting <br />No: Mayor Gamec. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson to table action <br />until findings of facts are received. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, and <br />Zimmerman. Voting No: None. <br /> <br />Case #7: Request for Site Plan Approval; Case of Knoll Properties, LLC <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey has received a request for site plan <br />review and approval from Knoll Properties. The plan proposes to construct an <br />office/manufacturing/warehouse facility on Lot 1 of the A.E.C. Energy Park 4th Addition. Knoll <br />Properties manufactures stainless steel equipment for a variety of industries, including food <br />producers. She explained that the office/warehouse/manufacturing use is consistent with the <br /> <br />City Council/June 8, 1999 <br />Page 9 of 16 <br /> <br /> <br />
