Consensus was to survey the residents to determine how much they're willing to pay for a new <br />water treatment facility. <br /> <br />Metropolitan Council District 9 Representative Haas Steffen also suggested obtaining arsenic test <br />results from the Environmental Services Dept. of the MPCA. <br /> <br />4) Old Town Hall <br /> <br />City Attorney Goodrich presented the sketch plan of the Old Town Hall and outlined the history <br />of an agreement to sell property to Landmark Bank and facilitate sewer and water through TIF in <br />exchange for overseeing the remodeling of the Old Town Hall and the money to facilitate such, <br />along with providing parking easements, etc. Mr. Goodrich explained that, at this point, there is <br />still work to be completed and most of the funding has been utilized. It appears that some of the <br />work approved by City Council was not accomplished, and other things that were not approved <br />were executed, however, more research would be necessary before offering a recommendation. <br />It is unclear what the actual building contract states or whose possession it is in. Mr. Goodrich <br />stated he did have Building Office Glyn Huff inspect the building, and he affirms that the <br />building meets all standards with the exception of a support beam being needed. Mr. Goodrich <br />indicated the City has a contract with the developer (Landmark Bank) which states "The <br />developer shall provide for the refurbishing of the Old Town Hall at a standard both mutually <br />agreeable to the City and the developer..." <br /> <br />Councilmember Hendriksen suggested researching and preparing a Findings of Fact regarding <br />the construction contract on the Old Town Hall. Determine what was contracted for, what was <br />actually done and at what cost, and what was actually paid for to date. <br /> <br />Mr. Goodrich stated that he and City Administrator Norman would meet with Kevin Johnson of <br />Landmark Bank to determine his level of cooperation, and if he's unwilling to cooperate, give <br />consideration to legal avenues. <br /> <br />Ms. Haas Steffen explained that she is one of the chairs of Ramsey's 25th Anniversary Committee <br />and would like to be notified as soon as possible whether the Old Town Hall will be available for <br />utilization with the 25~ Anniversary activities. In the meantime, she requested that Council <br />Chambers at City Hall be reserved as a back-up facility. <br /> <br />2) Storm Sewer Utility System <br /> <br />City Attorney Goodrich presented a proposed ordinance to establish a storm drainage utility fee <br />to cover maintenance and construction costs of county ditches that have been abandoned by the <br />county. He explained the need to get these ditches working again because the county will not. <br /> <br />Consensus was to amend §4.80.03, Subd. 2, by determining what the land use classifications are <br />used for or delete them from the ordinance. Also, §4.80.05 needs clarification. Concern was <br />regarding standardized acreage.
