3) Sewer Rate Discussion

Finance Director Lund brought information concerning the sewer rate, as there was concern that
the utility is not paying for itself.

Consensus was to prepare documents for a 2% sewer rate increase and bring back to the next
Finance Committee meeting.

5) Council Packets - "To Bind or Not to Bind"

Consensus was to continue binding Council packets.

6) Pulte Housing Development Plan for Kurak Property

Denny Griswold and Gary Grant of Pulte Homes presented a housing development concept for
property east of Sunfish Lake and north and south of Sunwood Drive. The concept was for a
Planned Unit Development (PUD) with Court homes (8 units back-to-back), Manor homes (3
units side-by-side), Club homes (3 units with possible walkouts), and single-family homes. All
homes would be in the $105,000 to $295,000 range.

Councilmember Hendriksen stated he did not envision 8-plexes in this zoning district, and he felt
the neighborhood would rather see single family housing, even if it meant removing the tree
buffer.

Discussion ensued regarding the purpose and/or need of density bonuses and also the definition
of "transition" in the Comprehensive Plan and Charter when referring to housing developments.
Councilmember Hendriksen felt this needed better clarification.

Councilmember Hendriksen also stated he would like to use the Pulte Housing Development
Plan as a case study for the proposed Comp Plan.

Consensus was that the developer would go ahead with a neighborhood meeting to get their
reaction to the concept.

ADJOURNMENT

The regular work session of the City Council adjourned at 9:06 p.m.

Respectfully submitted,

.
