Attorney Goodrich replied yes, as long as it is in accordance with the Comprehensive Plan. <br /> <br />City Council requested the City Attorney to investigate the ability of further extension of the <br />moratorium. <br /> <br />Case #11: Consider Final Payment of Community Park #5 <br /> <br />City Administrator Norman stated that at the June 8, 1999, City Council meeting, it was decided <br />to make the final payment of $85,000 to Mr. and Mrs. Halderson prior to June 30, 1999, as per <br />the purchase agreement made in 1998. Council did not make a formal motion to authorize <br />payment. Council agreed to utilize funding from the Landfill Trust Fund (LTF) for the final <br />payment and to decide at a later date which source would be used to payback the LTF. <br /> <br />Councilmember Zimmerman questioned when the discussion would take place on repayment. <br /> <br />City Administrator Norman responded that repayment would probably be taken care of through <br />the process of the Storm Water Utility Fund or the budgeting process in the beginning of July. <br /> <br />Councilmember Zimmerman questioned what funds were used to make the first payment to <br />which Mr. Norman replied that the money came from the park dedication trust fund. <br /> <br />Councilmember Zimmerman suggested that he would like to include the discussion of repayment <br />at the next work session. <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Hendriksen to authorize <br />the final payment of $85,000 to Mr. and Mrs. Halderson for the purchase of Community Park #5. <br />Funds will be taken from the Landfill Trust Fund and replaced from sources to be determined at <br />a later date. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, and <br />Zimmerman. Voting No: None. <br /> <br />Case #12: Award Bid for New Fire Engine <br /> <br />Fire Chief Kapler reported that ten fire apparatus manufacturers requested and were sent <br />specifications developed by the Fire Department Truck Committee which were authorized by the <br />City Council on the March 23, 1999 meeting. Of the ten manufacturers, five submitted proposals <br />by the deadline of June 1, 1999. Chief Kapler explained that after analyzing the proposals the <br />committee found that two of the five manufacturers most closely met the specifications. After <br />considering all applicable deductions allowed from the two proposals, Custom Fire Apparatus of <br />Osceola, Wisconsin, was determined to have offered the lowest bid at $221,335.
