CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, June 22, 1999, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Susan E. Anderson <br />Councilmember Terry Hendriksen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Community Development Director Cindy Sherman <br />Director of Public Works/Fire Chief Dean Kapler <br />Police Chief David Gustafson <br />Administrative Services Manager Joyce Pruitt Hottinger <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular meeting of the City Council to order at 7:11 p.m. and lead in the <br />Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Marguerite Henke, 14311 Armstrong Boulevard, NW, Ramsey, stated that she had watched a <br />previous City Council meeting and saw that the Council was quite divided on the issue of cluster <br />housing and explained that she was quite upset that some members of the Council tried to force <br />Councilmember Zimmerman to agree with their opinion. Ms. Henke expressed her feelings on <br />cluster housing stating that she thinks that cluster housing is a direct contradiction of what <br />citizens have inputted to the Council in the comprehensive plan. She also questioned what <br />obligation the City has to the Met Council, stating that it is her opinion that Ramsey citizens <br />voted for the City Council members and not the Met Council and that the City Council's <br />obligation should be to the residents of Ramsey and she feels that the residents deserve a legal <br />explanation of the involvement of the Met Council. <br /> <br />Mayor Gamec stated that City Council makes their decision and then submits it to the Met <br />Council. He explained that Met Council does not pressure City Council into any decision and <br />that Met Council's main concerns are with sewer system and transportation issues and that it is <br />Governor Ventura that is pushing for more affordable housing. <br /> <br />City Council/June 22, 1999 <br /> Page 2 of 20 <br /> <br /> <br />
