Included with the application is a copy of the stipulated agreement
between the licensee and the City, which called for a 30-day suspension of the license as a result
of a March 19, 1999, violation of Section 7.52 of the City Code. The days imposed have been
served and the necessary reports to the Alcohol and Gambling Enforcement Division of the State
have been made.

Marguerite Henke, 14311 Armstrong Boulevard NW, Ramsey, stated that a violation for having
naked women present after closing hours is very inappropriate. She also stated that Diamonds
Bar is not allowed to have an outdoor PA system as written in their conditional use permit, but
yet the City authorized Diamonds to have rock bands which have many PA systems. Ms. Henke
suggested that the City should stand by the conditional use permit and not allow outdoor PA
systems.

Councilmember Hendriksen stated that Diamonds Bar was issued an appropriate penalty for their
violation and he feels that the City has a good guarantee that the situation will not occur again,
otherwise Diamonds would have to serve the remaining 28 days. He stated that he was not aware
of the item listed in the conditional use permit not allowing outdoor PA systems.

Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to
approve license renewals for the 1999-2000 license year.

City Council/June 22, 1999
