CITIZEN INPUT <br /> <br />Mark Fullington, 6190 - 145th Lane NW, questioned what is happening in regard to the <br />townhomes. <br /> <br />Mayor Gamec stated that there is a proposal from a developer and the developer has been told to <br />meet with the neighbors to discuss the situation. As of yet, a formal proposal has not been <br />presented. <br /> <br />Mr. Fullington understood that rezoning is needed in order for the development to happen and <br />that he was told that the Council is currently split 50/50 on the decision and that the new <br />Councilmember will cast the deciding vote. <br /> <br />City Attorney Goodrich reminded the Council that they should not prejudge any item that has not <br />' formally been proposed. <br /> <br />Councilmember Zimmerman stated that the citizens should be able to have their questions <br />answered. <br /> <br />Mayor Gamec would not make a decision until the project is formally proposed. <br /> <br />Councilmember Hendriksen stated that the proposal appears to be contingent upon rezoning of <br />the property from R-1 Residential to mixed residential and according to the proposed <br />Comprehensive Plan, the land would be rezoned mixed residential. <br /> <br />City Administrator Norman stated that cluster housing in mixed residential will not be allowed <br />and that the proposed housing development is not a cluster housing project. <br /> <br />Kim Chase, 15000 Juniper Drive NW, stated that she was there in regards to the drainage <br />easement on her property and that they had brought concerns before the Council last spring and <br />have been offered no recourse. <br /> <br />Mayor Gamec suggested giving the information to Director of Public Works Kapler and he will <br />report back to Council. <br /> <br />Chris Dempsey, 14794 Krypton Street NW, stated that he was involved with the Comprehensive <br />Plan in 1997 when the City started gathering some ideas to develop the first plan and that he is <br />currently involved with the plan as a member of the Planning Commission. He did not feel that <br />the Planning Commission has had adequate time to work on the Comprehensive Plan. Mr. <br />Dempsey also stated that in the Comprehensive Plan there is no classification of single family <br />housing, that all of the land would be considered mixed residential. He stated that cluster <br />development is not a new principal to the City. Clustering is documented in the rural policy <br />provision and the City should encourage the idea of cluster housing to preserve the rural <br /> <br />City Council/July 13, 1999 <br /> Page 3 of 18 <br /> <br /> <br />
