Just because the idea of cluster housing has been discussed does not mean that it will <br />increase the density of Ramsey. <br /> <br />Report on Any Conflict of Interest by Mayor Gamec Serving on the Metropolitan Council's <br />Metropolitan Land Use Advisory Committee <br /> <br />City Attorney Goodrich stated that at the City Council meeting on June 22,1999, the Council <br />directed him to research and give his opinion on whether the Mayor has a conflict of interest in <br />serving as Mayor and also being a member of the Metropolitan Council's 16-member <br />Metropolitan Land Use Advisory Committee. Mr. Goodrich determined that the legislature <br />mandates that half of the members of the Metropolitan Land Use Committee be elected officials. <br />Based on that, Mr. Goodrich feels that there is not a conflict of interest. He stated that there is no <br />conflict of interest with the Mayor sitting on the Committee in regards to voting on whether the <br />Comprehensive Plan be submitted to Met Council since the City is required to submit the Plan. <br />There is no financial interest to the Mayor, plus the public has an opportunity to review the Plan. <br />Mr. Goodrich stated that there is always an opportunity for a Councilmember or the Mayor to <br />abstain from voting if they feel there is a conflict of interest. <br /> <br />Councilmember Hendriksen expressed agreement with the Attorney on the issues mentioned, but <br />his question was more with an ethical conflict. He reviewed some information he received from <br />the League of Minnesota Cities. <br /> <br />Councilmember Zimmerman asked Mayor Gamec if there was a problem in a neighborhood, <br />would he support the neighbors or the Met Council. <br /> <br />Mayor Gamec responded that he is responsible for the residents of Ramsey and is required to <br />make decisions based on what is best for the City of Ramsey, stating that his number one <br />priorities are his family and the City of Ramsey. <br /> <br />Councilmember Anderson did not see any conflict of interest and she stated she has a problem <br />with all this discussion. <br /> <br />APPROVE AGENDA <br /> <br />Motion by Councilmember Anderson and seconded by Councilmember Hendriksen to approve <br />the agenda as presented. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, and <br />Zimmerman. Voting No: None. <br /> <br />City Council/July 13, 1999 <br /> Page 4 of 18 <br /> <br /> <br />
