2) Meeting with the Metropolitan Council

A special meeting was scheduled with the Metropolitan Council for Monday August 2, 1999, at
7:00 p.m.

3) National Night Out

Mayor Gamec reminded the Council of National Night Out on Tuesday, August 3, 1999.

4) Highway Development Proposal

City Administrator Norman explained that the City was asked to review a proposal to construct a
3,500 square foot facility on Highway #10. He explained that staff feels there are a couple areas
of interest to the City. He explained that the proposal would be for dedication of land for a
frontage system in front of the property and would also allow a full access intersection.

Mayor Gamec stated that he would be in favor of anything that would clean up the area and
suggested the use of redevelopment funds.

Councilmember Anderson stated that she would be opposed to do the idea because that would
preempt the redevelopment study, and questioned if it is necessary to provide assistance for
Highway #10 projects.

Mayor Gamec stated that he understands the points made by Councilmember Anderson and felt
that the Planning Commission should review the proposal, but thinks that it would be beneficial
to improve the area.

Councilmember Hendriksen stated that several things have been done that have been inconsistent
with frontage roads along Highway #10 and he thought it would make sense for a decision to be
made on a frontage road before any projects are done.

Councilmember Zimmerman questioned if there will be redevelopment funds and TIF funds
available for retail space, stating that the City has done a good job using the funds for industrial
properties. He noted that he would be opposed to public financing.

Councilmember Hendriksen stated that the City is not desperate to bring businesses into the area
but he would like to see the area cleaned up.

City Administrator Norman stated one reason staff feels the offer is attractive is because most
businesses would not allow for frontage.

Mayor Gamec requested that staff continue to work on the issue.

City Council/July 27, 1999
