Assistant Community Development Director Frolik replied it is a continuing problem. Staff is in
the process of planning a sweep this summer. The highway corridor will be divided into
quadrants among staff, with staff requiring the dealerships to move the RVs back onto pavement.
There will be record kept that will be reviewed when licenses are reviewed.

Commissioner Trites Rolle asked how much of the area surrounding other businesses is
residential or something that prohibits expansion,

Assistant Community Development Director Frolik replied this is a single issue. The other
dealerships own the property where the RV's creep onto the grass area.

Commissioner Cleveland noted RV dealerships should be aware to go to the City first to see
whether the storage of the RVs is appropriate prior to moving them. She noted staff is trying to
develop an aesthetic look along Highway 10.

Assistant Community Development Director Frolik replied the other dealerships staff is dealing
with own enough property for storage. However, the dealerships do not necessarily want to pave
the entire surface right away. The RVs start to creep onto the grassy property the dealerships
own, but the land is commercially zoned. The RVs need to be kept on the pavement, or the area
needed for storage needs to be paved.

Commissioner Brauer commended staff on their efforts to improve the aesthetics on Highway 10.
He indicated he understands the concerns of Shorewood RV, as their facility looks reasonably
nice on Highway 10. He inquired if Shorewood RV also has RVs located on the grass.

Assistant Community Development Director Frolik replied staff has had discussions with
Shorewood RV. They have an approved plan for paving; the issue is when the plan will be
implemented.

Commissioner Cleveland asked if RV World is the only RV dealership that has had a need for
this off-site storage recently in the City.

Assistant Community Development Director Frolik replied there have been a couple of permits
issued to Chelsea Auto Sales on Highway 10, but the permits were on the same site for temporary
storage on the green area of their lot. There were consecutive permits that are now expired.

Motion by Commissioner Levine, seconded by Commissioner Hunt, to recommend that City
Council adopt Findings of Fact relating to a request from RV World, Inc. for an interim use
permit for outdoor storage on an unimproved surface on a residentially zoned property at 14453
Llama St NW in accordance with the following determination on the findings:

10 will not; 12) will not; 13) will not; 14) will; 15) will not; 16) will not; 17) will not;
18) will not; 19) will

Planning Commission/May 4, 2006
Page 12of15
