Councilmember Hendriksen questioned why people can't commute from the Minneapolis area to <br />the suburbs. <br /> <br />Mr. McElveen stated that there is not a problem with people commuting from Minneapolis to the <br />suburbs, but that it is a benefit to the area to offer all types of housing opportunities. Currently <br />the type of rental housing available is either high dollar or subsidized housing. <br /> <br />Mr. Diaz stated that there is nothing wrong with reverse commuting, but people who are making <br />eight to ten dollars an hour cannot always afford a car and to commute an hour to work is not the <br />making for a reliable work force. From an economic stand point, reverse commuting does not <br />work. <br /> <br />Councilmember Hendriksen questioned the requirement by Met Council to have inspection of <br />on-site sewer and if Code 7080 requires inspection and pumping of septic systems. <br /> <br />Ms. Sventek stated that 7080 requires that the septic system is either pumped or inspected every <br />three years. <br /> <br />Councilmember Hendriksen questioned if the Met Council is requiting stricter guidelines then <br />7080. <br /> <br />Ms. Sventek stated that they will be requiring the City to follow 7080 guidelines. <br /> <br />Councilmember Hendriksen questioned if it would be acceptable if the residents send a card to <br />the State that they reviewed their septic system every three years. <br /> <br />Ms. Sventek replied yes. <br /> <br />Councilmember Hendriksen stated that he understands the 3.0 units per acre for development <br />within the MUSA line, but questioned what the Met Council is expecting for land that is <br />projected to be part of the MUSA in 2020. <br /> <br />Mr. McElveen stated that the land would be considered urban reserve and they are trying to avoid <br />cutting up the property so much that it would cause problems with urbanization in the future so <br />they would be looking for very low density patterns in those areas. <br /> <br />Councilmember Connolly requested the details of the Livable Communities Act that the City of <br />Ramsey agreed to. <br /> <br />Mr. McElveen reviewed the goals that were agreed to as part of the Livable Communities Act. <br /> <br />Councilmember Connolly questioned what would be the consequences if the goals are not <br />reached. <br /> <br />City Council/August 10, 1999 <br /> Page 3 of 5 <br /> <br /> <br />
