Councilmember Hendriksen questioned who adopted the Livable Communities Act. <br /> <br />Mr. McElveen stated that the City Council adopted the Livable Communities Act and explained <br />that a City can agree to participate and to try and provide local resources to reach housing goals, <br />but there is no penalties if the goals are not met. <br /> <br />Mayor Gamec asked how senior housing is considered in the housing plan. <br /> <br />Mr. McElveen stated that senior housing currently has not been considered as part of the housing <br />plan, but will need to be in the future. <br /> <br />Councilmember Zimmerman stated that T.H. //47 is going to be reconstructed with a large <br />portion coming from the City and questioned how much should the residents have to pay for a <br />State infrastructure. <br /> <br />Mr. Diaz stated that there is no perfect formula, but local funding would allow for a project to be <br />constructed a lot sooner than without local funding. <br /> <br />Councilmember Zimmerman stated that the State has done no improvements to any of their roads <br />in the City and that if it were not for the efforts of the City Council, the improvements of T.H. <br />#47 would not be getting done and questioned how the City could take on more citizens without <br />a better roadway system. <br /> <br />Mr. Diaz stated that there is not enough money to go around to build enough infrastructures to <br />resolve all traffic problems. <br /> <br />Councilmember Zimmerman stated that the community should receive some State money. <br /> <br />Councilmember Hendriksen stated that people are moving outside the metropolitan area to get <br />large lots and the citizens of Ramsey are having to pay for the roads that they are commuting on. <br /> <br />Councilmember Hendriksen questioned why the City has not received credit as affordable <br />housing for single family detached housing that exists under $134,250. <br /> <br />Mr. McElveen stated that he will research the information. <br /> <br />Natalie Haas Steffen, Metropolitan Council, reminded the City Council that the Met Council <br />representatives are staff and are reflecting the tone of the Metropolitan Council. She also stated <br />that since she left the Ramsey City Council she is still pushing for a study to be completed for <br />new roadways in Ramsey. <br /> <br />Councilmember Anderson questioned if the Met Council should start encouraging more <br />development in the outer regions of the State. <br /> <br />City Council/August 10, 1999 <br /> Page 4 of 5 <br /> <br /> <br />
