Ms. Haas Steffen explained that the latest meetings with regard to State planning are encouraging
more development in the outer regions. She explained that the biggest problem with
development in the outer regions is that banks won't lend money for the development and people
will go where the jobs are. She stated that in response to Councilmember Hendriksen's comment
of people moving out of the metropolitan area for larger lots, there are more people moving out
to Sherbume County on small lots with City water and sewer. She stated that if the City Council
has any more questions that they can submit them in writing and that the questions will be
answered.

Mayor Gamec questioned if the Met Council is pushing for cluster housing.

Ms. Haas Steffen responded that it has never been the interest of the Met Council to encourage
cluster housing within the MUSA line, only when there is a need to preserve water ways and
woodlands. She also suggested that if any of the Councilmembers have concerns in regards to
low income housing, they should contact Dakota County because they been very successful with
their low income housing projects.

ADJOURNMENT

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to adjourn the
meeting.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendricksen, Connolly,
Anderson and Zimmerman.
