-204-

"The Waiving by Board action of the literal provisions of the zoning chapter in
instances where strict enforcement would cause undue hardship because of
Circumstances unique to the INDIVIDUAL PROPERTY (our emphasis) under
consideration." In this instance, we do not see the undue hardship to the OWNER
of the property.

4)

We, and many of our competitors, have invested large sums of capital in our
businesses. Part of the investment has been made to meet the City of Ramsey
ordinances regulating our business operations, including, but not limited to the
required paving of our "Open Sales Lot". Accordingly, we would appeal to the
Board to deny this request in the hope that we can compete with other recreation
vehicle dealers on an equal basis where capital outlay is mandated by the City.

Thank you for granting us the opportunity to express our views in this matter.

Sincerely yours,

Daniel B. Santarsiero, President
Bonnie K. Santarsiero, Vice President

Dm-mn Maden RV World Sales Manager, stated he has been put in charge of actively searching
for an alternate location. The time table depends on what is available. They have had meetings
regarding lots that are available now, and are actively seeking a new lot. RV World realizes their
business has grown beyond what they are capable of storing in their particular location. He
wants to assure the Commission they have been actively searching and this relocation will be
done in a timely fashion.

Chairperson Nixt inquired about the typical inventory peak period for RV World.

Mr. Maden replied typically the inventory will peak January th_rough the first part of August.

Chairperson Nixt asked if it is anticipated that the product will be able to be stored on the
existing licensed facility at any time in the next six months, and if so when.

Mr. Maden replied this would be anticipated at the end of August.

Commissioner Brauer inquired about RV World's reaction to the possibility of the interim permit
being granted until the end of the season.

Mr. Maden replied RV World will have to cross that bridge when they come to it, or be before
the Commission next year.

Chairperson Nixt explained interim use permits and conditional use permits mn with the land.
He does not think a residential district is appropriate for this type of storage. He recognizes RV
World is a business in the City, and an eight month permit would get them through the season.
They will have eight months to solve a problem. It is not a question of/fthey find a property; it
is a matter of at whatprice and where, which is a problem RV World needs to address.
