Case #4: Request for Preliminary Site Plan Review of ACCAP-Ramsey Town Cdnter <br /> Apartments; Case of Anoka County Community Action Program, I~nC+- <br /> <br /> Associate Planner Geisler stated that Anoka County Community Action Program (ACcAP) has <br /> submitted an application to develop a five-story, mixed-use building generally !ocated at <br /> Sunwood Drive and West Ramsey Town Center Drive w~thin the Town center. "ACCAP is <br /> proposing to construct a 15,194-square-foot building composed of 4 floors of apartments over a <br /> ground floor of retail uses. The bmldmg will contain 40 rental apartmen~ ~0 of which will, be <br /> affordable and 20 which will be market-rate. This project represents the first a~ordable housing ~:~ <br /> to be developed within the Town Center. The bmldmg is proposed to. be l?ated in front of the <br /> Municipal Parking Ramp and west o£ the new Municipal d~ Th~'qs an error with the <br /> . - . .· ~ .... <br /> eastern property line for this lot, as recorded with Ramsey To~wn Center 5 Addmon. The TC-~i~dis~gf also requires a <br /> Floor Area Ratio of 1.0 for all lots: The Pro~6sed building exceeds this requirement. <br /> <br />Aesoc~ate Planner Geisler ad-~ed the b~lding pro~5oseS, tb' utilize ~he parking ramp for parking <br />spaces for both the apartments and ret~ ~es. Clty. C~de requires a~otal of 136 parking spaces <br />for the proposed uses. She advtsed staff xs recommending approval of the request for prelumnary <br />site plan appl-6~al. <br /> <br /> Jeff Jotmson stated he is a development consultant that is working with ACCAP on this project. <br /> He explained th~ is a mixed income residential rental development, which means 50% of it will <br /> · *'be affordable'rental housing and will apply to Minnesota Housing Finance Agency (MHFA) for <br /> ~Io~s., -gr~.~s, '~nd financing to enable the development to be affordable. There is a deadline of <br /> Jim~ g0; ~2006 for RFP applications, and four months later they will know if they are successful; <br /> if an award is not received from MHFA this project cannot include affordable housing.
