ACCAP Ramsey Town Center Apartments: Preliminary Site Plan Review
3/Zay 26, 2006
.t~evised: June 8, 2006
Architectural Standards: The design standards for this site are subject to the provisions
laid out in the Development Guidelines manual referenced in City Code for Ramsey
Town Center. The primary principles within this manual are to encourage a pedestrian-
friendly environment and h/gh quality design. The follow/rig items are guidelines for fl-tis
area of the Town Center:
· Maximize glass openings, a minimum of 50% of total ground level facade should
be glass.
· Emphasize transparency at street level by using large windows that are not
mirrored. Use clear or lightly tinted glass for all windows and doors.
· Use durable, high quality materials. 35% of all street-facing building frontages
should consist of brick or stone.
· Use a diverse mix of materials, applied in a variety of proportions, exposures, and
detailing, especially along all street frontages.
· Buildings must be designed in a way to allow future buildings to be developed
immediately adjacent to the proposed structure. Patio space, while encouraged,
must be located in an area to allow for the development of buildings directly
adjacent to the proposed structure.
· Buildings should always be located at all intersections.
· Avoid large, unarticulated facades.
· Emphasize the pedestrian experience with architectural features at street level,
canopies, decorative light fixtures, and material detail.
· Utilize a variety of color, texture, and materials to complement other streetscape
elements.
· Conceal service entr/es, loading facilities and mechanical services from view
along public streets.
· Select materials that relate to the building use, not artificially contrived or theme&

It appears that the proposed building will meet these requirements. Please submit revised
elevations that include the percentage of glass and brick/stone on the Sunwood Drive
fa?adc. The RTC Tectmical Advisory Committee has reviewed the plans and has offered
a few additional comments:
· Need to ensure that emergency and service vehicles can access the rear of the
building.
· Consider providing a pedestrian pass-through in the middle of the building on the
~ound floor, to improve pedestrian access to the ramp.

Building Height: TC-I zoning requires a minimum of 2 stories and a maximura of 5
stories for all buildings within this district. The proposed building is 5 stories in height.

Setbacks: The maximum front setback from street right-of-way is 5 feet. There are no
minimum side and rear yard setbacks w/thin the TC-I zoning district. The submitted site
plan shows that the building will be at most 3 feet from the front property line. Building
stoops and footings must comply with the setback policy established for the Town
Center.

-232-
