15153 Nowthen Boulevard NW · Ramsey, Minnesota 55303
City Hall: (763) 427-1410 · Fax: (763) 427-5543
www. ci.ramsey.mn.us

May25,2006

Re: Welcomes Road Project

Dear Resident,

You will recall that the construction bids received in February 2006 were rejected
because they exceeded the costs estimated in the original feasibility study. A second
pubhc heating was held on Tuesday, March 28, 2006 to initiate the reconsideration of this
project at the higher cost. Testimony at this public hearing requested that the city
consider some additional forms of cost relief for the residents for this work. A meeting
was held with the project residents on Thursday April 27, 2006 to consider whether
several project elements might be considered to be eliminated from the portion of the
project assessable to the residents. The Public Works Committee reviewed these
considerations and recommended to the City Council that the costs associated with the
storm sewer installation be funded from the Storm Water Utility. This funding change
will result in a reduction of $10,300 of the total $200,595 estimated construction costs to
be subject to the project assessment amount and is detailed in Appendix B of the
feasibility study.

The above change will result in an estimated assessment of $6,260 for each property. The
City Council also directed that the sixty day period following the public hearing should
be extended to June 9, 2006. Ifa petition against the project is presented to the city on or
before this date, the project may not proceed. In the absence of such a petition the City
Council will consider ordering the project on June 13, 2006 such that the construction for
this project could occur during August of 2006. I am enclosing a revised feasibility s~dy
which summarizes this project and addresses the above changes. Please feel free to call
me at 763433-9826 if you have questions.

Sincerely,?/,.? j .,,-]~/~/~ /fi

Steven Jankowski~, ~E
City Engineer

Fire Chief
Public Works Director/Principal En~-fineer

-289-
