Public Hearing

Mayor Gamec called the public hearing to order at 7:20 p.m.

Presentation

City Engineer Jankowski explained that on June 8, 1999, the City Council passed a resolution
receiving a feasibility study and setting a public hearing for the project. The public hearing on
the project was opened at the July 27, 1999 Council meeting. The hearing was continued to the
August 10, 1999 meeting, to allow property owners to meet with staff to review the feasibility
study. Staff and the affected property owners met on Wednesday, August 4, 1999. As a result of
this meeting a revised feasibility study was issued. Mr. Jankowski reviewed the changes to the
feasibility study.

Citizen Input

John Bulenski, Waltek Inc., 5910 146th Avenue NW, Ramsey, stated that approximately nine
months ago his company determined they were in need of more space as well as the need for City
sewer and water. He explained that they discussed two options, one being constructing a new
building in Anoka or expanding on their existing building, Mr. Bulenski stated that he had met
with City staff to determine if the project was feasible on the existing property and was informed
at that time that the project would be feasible so it was then decided to expand on their existing
building site and put a request in to the City for sewer and water. He explained that during the
meeting with City Engineer Jankowski and the other business owners they reviewed all available
options and were able to reduce costs. Mr. Bulenski stated that he understands the concerns of
the neighboring businesses and requested that the City defer the trunk charge for the neighboring
businesses without interest until they would hook up to the City sewer and water or sell the
property. He further requested that the City defer the lateral expense with interest offering to pay
interest charges for 2001 and 2002 for the neighboring businesses.

Allen Koenig, Koenig Installation, explained that he was contacted over a year ago in regards to
connecting to City sewer and water and told City staff at that time that his company did not have
the need for City sewer or water and stated that his company still does not have the need. He
also stated that he should not be assessed for a project that he will not even be able to connect to.

City Engineer Jankowski noted that they Koenig Installation would be able to connect to City
sewer and water if they chose to do so.

Mr. Koenig stated that he is opposed to the project.

Robert Boutin, Champlin Towing, stated that he does not have the need for City sewer and water
and is opposed to the project.

City Council/August 10, 1999
