Case #4: <br /> <br />Consider Ordinance to Extend Development Moratorium on Certain Parcels <br />within the City of Ramsey <br /> <br />Zoning Administrator Frolik stated that over the course of the past 13 to 26 months, certain <br />parcels in Ramsey identified as being land use sensitive as it relates to the drafting of the new <br />Comprehensive Plan have been under a development moratorium. <br /> <br />City Attorney Goodrich explained that he is recommending that the development moratorium be <br />extended on these parcels to the full 30 months allowed under State Statute. The purpose of the <br />moratorium extension is to provide sufficient time to complete the Comprehensive Plan update <br />and amend local zoning ordinances to implement the new Plan. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to introduce an <br />ordinance to extend the development moratorium on certain parcels located in the City of <br />Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Connolly <br />and Zimmerman. Voting No: None. <br /> <br />Case #6: Report from Economic Development Authority <br /> <br />City Administrator Norman stated that on May 11, 1999, the City Council hired Hoisington <br />Koegler Group, Inc. to complete a redevelopment study for underutilized industrial parcels in the <br />City. The phase one of the study has been completed by the Planning Commission. The are now <br />moving into phase two of the study, which is the formation of a task force to facilitate <br />community involvement in the process. Phase one of the study included establishing goals for <br />the study and an analysis of several sites with one site selected as the focus area. The <br />Commission has selected the area generally west of Sunfish Lake Boulevard and south of <br />Industry Avenue as the priority for the area. task force to begin working with the next stage of <br />study. <br /> <br />Mayor Gamec questioned if the citizens appointed to the task force have to be within the <br />development area. <br /> <br />City Administrator Norman replied yes, and that they will work with the EDA on receiving <br />names for possibilities. <br /> <br />Councilmember Connolly suggested discussing the item further at a workshop. <br /> <br />Councilmember Anderson stated that the Council needs to have more information and requested <br />discussing the item further at a work session. <br /> <br />City Council/August 24, 1999 <br /> Page 14 of 25 <br /> <br /> <br />
