Community Development Director Sherman explained that City staff received Economic
Development Authority Chairperson Dave Kent's resignation on Tuesday, August 10, 1999.

Motion by Councilmember Anderson, seconded by Councilmember Connolly, to direct City staff
to advertise the vacancy on the Economic Development Authority and solicit applications for the
position.

Further discussion: Councilmember Hendriksen stated that he was voting no because he feels the
problems with the Economic Development Authority need to be addressed first. Councilmember
Zimmerman stated that the problems need to be discussed at length in a work session. City
Administrator Norman stated that they can administratively change the time of the meetings if
the members of the Economic Development Authority votes to do so.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Connolly and
Zimmerman. Voting No: Councilmember Hendriksen.

Case #7: Report from the Public Works Committee

1) Request from Sunfish Pond Townhome Association

Councilmember Zimmerman explained that four residents of the Sunfish Pond Townhome
Association were in attendance to speak on several issues concerning their development. The
issues included a) snow removal and street maintenance; b) use of the private streets within the
development by outside public; c) speed control within the subdivision; d) the ownership and
charges for street lights within the subdivision; and e) the developer escrow for street cleaning
and sealcoating. The Committee recommended that "private street" signs be made available to
the homeowner association. The Committee also recommended that the City Engineer meet with
the officers of the association to clarify issues and report back at a future Public Works
Committee meeting.

City Engineer Jankowski noted that he has not heard back from the president of the homeowners
association in regards to a meeting date.

Mayor Gamec noted that he has had similar requests from the golf course association and
wondered if Council should review both issues.

Councilmember Hendriksen stated that Council should consider requests from both associations
and review policy issues.

Director of Public Works Kapler stated that they do have "private drive" signs that they have no
use for. He asked if they should be installed at the Sunfish Pond Townhomes.

City Council/August 24, 1999
