Case #8: Report from Personnel Committee

2) Ramsey Facility Usage Rental Policy

This item was tabled until the next Personnel Committee meeting.

3) Receive Hiring Recommendation for Public Works Maintenance Worker Position

Administrative Services Manager Pruitt Hottinger explained that with the resignation of Brian
Ihnot, the Council authorized staff to proceed with the process to fill the vacancy. On July 27,
1999, the Personnel Committee authorized staff to proceed with an internal posting for the
recruitment process. Based on that guidance, the position was advertised internally and one
application from a seasonal employee was received. A panel consisting of the Administrative
Services Manager, the Public Works Director, the Public Works Supervisor, and the
Parks/Utilities Supervisor, interviewed the candidate on August 17, 1999. Based on the
interview results, staff recommended that Greg Lind be hired for the Public Works Maintenance
Worker position, contingent upon successful completion of background investigations of driving
record and criminal history, reference checks and a physical examination. Mr. Lind's annual
salary would be the starting step of the position in the City's compensation plan, $24,071, or
$11.57/hour. As with other maintenance worker appointments, the new hire will work in both
the streets and parks/utilities divisions as needed.

Motion by Councilmember Connolly, seconded by Councilmember Zimmerman, to authorize
hiring Greg Lind as the Public Works Maintenance Worker, contingent upon successful
completion of background investigations of driving record and criminal history, reference
checks, and physical examination, at an annual salary of $24,071.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman,
Anderson, and Hendriksen. Voting No: None.

4) Carnival Regulations

This item was tabled until the next Personnel Committee meeting.

5) Discussion Item-Part Time Public Works Mechanic Position

Director of Public Works Kapler explained that Brian Ihnot, former Public Works Maintenance
Worker, received preventative maintenance training through the City of Ramsey and performed
light maintenance work for the department during his employment. Additionally, Brian attended
MnDOT (Minnesota Department of Transportation) classes certifying him to complete
commercial vehicle inspections for the City. When Mr. Ihnot resigned, he offered to work as a
part-time mechanic in the late afternoons and evenings for the City of Ramsey. This issue was
presented to Council as a discussion item to review the benefits and costs of the City hiring a
part-time mechanic, rather than contracting with a shop.

City Council/August 24, 1999
