Councilmember Hendriksen inquired of the area the County is draining and what the draining
capacity was that they were draining to.

City Engineer Jankowski responded that there is no drainage capacity.

Councilmember Hendriksen stated that without a drainage capacity what they are doing is illegal.

Councilmember Connolly suggested inviting the County Commissioner to come out and explain
why they are not taking care of their own water.

City Engineer Jankowski stated that, in his opinion, the County will explain that the drainage is
coming from a County road, but that there is also drainage coming from the City lots into the
County ditch.

Councilmember Hendriksen stated that if the County is taking water and redirecting it across the
County road then the County owns the water and they need to account for it. He felt that the City
needs to confront the County, on behalf of the citizens, of what appears to be an unreasonable
situation.

Councilmember Connolly requested that the City Engineer talk to the County and see what they
want to do with their water problem.

Director of Public Works Kapler questioned if there would be some way to make a decision on
the project before the next Council meeting.

Mayor Gamec explained that his biggest concern is the cost and he doesn't think the residents in
the neighborhood would like the idea of being assessed.

Councilmember Connolly stated that it is a lot of money for the City to incur to correct a County
problem.

Councilmember Zimmerman requested that the City Engineer investigate the alternate route and
report back to the Council by Tuesday, August 31, 1999.

City Engineer Jankowski questioned if the Council would be receptive to a 50/50 cost split
between the City and the County.

Councilmember Hendriksen stated that he feels the problem needs to be resolved and would
support a situation in which the County contributes equally in the project.

City Council/August 24, 1999
