4) Review Storm Drainage Projects Added to C.I.P.

City Engineer Jankowski explained that the Public Works Committee was unable to discuss this
item due to time constraints, but one of the C.I.P. projects which had been added as a new storm
water project was the installation of a sewer along 164th Lane. This project would remedy an
existing drainage problem that has been particularly bothersome in the spring of the year.
Although this case might be discussed at the regular September meeting, immediate action
authorizing the project would be necessary for the project to be constructed, including
restoration, this fall to be in place for next spring. He reviewed the project and the recommended
route of the piping, noting that there may be an alternative route to the immediate south of the
property, but he has not been able to contact the impacted homeowner as of yet.

Mayor Gamec inquired if the cost of the project will be assessed.

Councilmember Zimmerman explained that the cost would be divided 50/50 between the City
and the County.

City Engineer Jankowski noted that he has not approached the County on splitting the cost so if
Council approves the project to move forward they would have to assume that they may have to
incur the full cost.

Councilmember Connolly stated that she liked the idea of reviewing the alternative to the south,
because the current recommended route will disrupt a lot of landscaping.

City Engineer Jankowski reviewed the advantages of installing the pipe on north side over the
south side, noting that most of the landscape can be replaced.

Councilmember Zimmerman asked if they are at a point where they need Council's approval to
move forward with the project.

City Engineer Jankowski replied yes, if the project is to be completed before spring.

Mayor Gamec stated that there is a need to determine where the funding will come from.

Councilmember Hendriksen inquired if it is the understanding of staff that the water is coming
from a County road.

City Engineer Jankowski stated yes.

Councilmember Anderson questioned if there has been any conversations with the County.

City Engineer Jankowski replied that he contacted the County in the spring and requested that
they regrade the ditch to make it deeper. He explained that the County was not receptive to the
idea and he knows now that it would not have completely solved the problem.

City Council/August 24, 1999
