Fire Chief Kapler reiterated that the quick response was not the result of a 911 call, but that
Captain Sharp was on the scene and that the injured player could not have been in better hands.

CITIZEN INPUT

Mayor Gamec explained that there will be a public hearing in the future in regards to the Pulte
proposal, but a couple of representatives from the neighborhood would be allowed to address the
Council when the case is discussed.

Eric Watson, 6000 146th Avenue NW, Ramsey, stated that he was asked by his neighbors to
speak in regards to the Pulte development. He requested that the item be moved to the top of the
agenda since there were so many residents in attendance regarding the matter and many had
young children at home. He also acknowledged that the residents understand that Pulte has an
opportunity to make their presentation, but he wanted to make sure the residents would also have
the opportunity to express their concerns to the Council.

Barry Childs, 6040 151st Lane NW, Ramsey, stated that he wanted to address the Council in
regards to the Comprehensive Plan. He explained that he attended a meeting that the City
Council had to discuss the Comprehensive Plan. The main focus during the discussion was on
diverse housing in regards to townhomes, apartments, lifecycle housing, and the need in the
community. Mr. Childs stated that the Comprehensive Plan is comprehensive, however it still
seemed as if there was a perception that lifecycle housing will cheapen the community, and the
construction of only single family homes would help preserve the quality of life. He explained
that there was a comment made during the meeting by a Councilmember that surrounding
communities offer other type of housing and if that is what people are looking for then they
should move to those communities. A staff member responded that there are people who may
want to live in Ramsey for the rest of their life. Mr. Childs stated that in the future he will
probably want a place to live maintenance free and he doesn't feel he should be kicked out of the
community to do so.

APPROVE AGENDA

Mayor Gamec requested that Case g 5 be moved to the top of the agenda.

City Administrator Norman stated that Case g5 will now be Case A and the Personnel
Committee Case gl will now be Case B. He also added Finance Committee Case g4 and City
Council Case gl0.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to approve
the agenda as amended.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson and Connolly. Voting No: None. Absent: None.

City Council/August 24, 1999
