With regard to a Finance Accounting Clerk, it is recommended that <br />$20,000 be budgeted for more studies through Springsted, for example. Mr. Norman <br />recommended keeping in the line item for the Deputy Clerk's increase in salary which <br />would be upgrading her (Jo Thieling) position to that of City Clerk. Staff is proposing to <br />have two engineers on staff. The Patrol Officer is in on a three-year CopsFast grant on a <br />decreasing slide. <br /> <br />Councilmember Hendriksen commented that the City does need additional employees to <br />do a better job. We need "heavy hitters" in certain areas. We need training or mentoring <br />to get our people to a higher level. <br /> <br />Discussion ensued about being $73,000 short. It was stated that if we take $73,000 out of <br />the $315,000, then we are not cutting any departments personally. <br /> <br />Discussion also took place regarding Environmental Specialist Bruce Bacon helping out <br />in engineering with landscaping, etc. <br /> <br />Ms. Lund stated she would prepare a case for Council for the budget and a calendar when <br />the hearings will be held. <br /> <br />#4: Lease Space for City Hall <br /> <br />Mr. Norman disseminated a memorandum regarding rental space available. Discussion <br />ensued relating to the alternatives. One alternative could be to rent space for Council and <br />Commission meetings. The Council Chambers and the Seniors Area could then be used <br />to create more workspace, a conference room, storage, etc. That would probably buy a <br />year and a half to two years before adding on to City Hall. The second fire station will <br />also help. <br /> <br />Councilmember Connolly inquired of Chief Gustafson if there is any available space in <br />the Police Department. <br /> <br />Mr. Norman responded that there is space but the downstairs of the Police building <br />cannot be used because there is no elevator. <br /> <br />Discussion ensued relating to the senior's area. Councilmember Hendriksen inquired if <br />the City has to have a senior's area for the seniors to meet.
