Councilmember Zimmerman questioned under Rural Developing if the word "very" is necessary. <br /> <br />Community Development Director Sherman stated that staff wanted to distinguish between the <br />rural and urban low density. <br /> <br />Mayor Gamec inquired if the density regulation would define the density. <br /> <br />Community Development Director Sherman replied that was correct. <br /> <br />Consensus was reached to remove the word "very". <br /> <br />Councilmember Zimmerman stated that in the last paragraph under Future Land Use <br />Calculations the last two sentences should be removed ("Cluster housing can provide ...... other <br />land protection tools."). <br /> <br />Consensus was reached to remove the sentences. <br /> <br />Councilmember Zimmerman stated that under R-1 Low Density Residential Performance <br />Criteria that in items 2, 3, and 4, the wording "High intensity" should be removed. <br /> <br />Community Development Director Sherman explained that a P.U.D would be considered for <br />attached housing so the wording should exist. <br /> <br />Councilmember Hendriksen replied that if the City were going to allow attached housing the <br />property would have to be rezoned. <br /> <br />Community Development Director Sherman explained that a P.U.D would be reviewed based on <br />the proposed criteria. <br /> <br />Councilmember Hendriksen was concerned that the Comprehensive Plan is allowing for far <br />greater density than what the citizens want to occur. He stated that there seems to be a desire on <br />part of certain people of the City to make sure the higher density happens. He expressed that the <br />Council had given direction to prevent high-density housing except in a P.U.D. The wording in <br />the Plan he felt was in conflict of itself. Councilmember Hendriksen felt that the Council was <br />giving very clear direction and that there was another direction at work. The consultants have <br />done a bad job at representing the residents and he questioned how long they should have to deal <br />with the same issues. <br /> <br />Community Development Director Sherman explained that the Land Use Plan is different from <br />the Zoning Plan and felt that it meets the intent of the Council's direction, which would allow <br />attached housing under a P.U.D. <br /> <br />City Council/September 14, 1999 <br /> Page 10 of 23 <br /> <br /> <br />
