Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to send back
the Sunwood Drive Plans and Specifications to the Public Works Committee to investigate other
options for a sidewalk/trail, as well as the option of no sidewalk/trail.

Further discussion: Councilmember Anderson noted that County Road #5 and T.H. #47 both
have trails and felt the two points need to be connected. Councilmember Connolly stated that
there are couple of places that the trail might be safer. Mayor Gamec replied that safety is a
problem and there will eventually be a trail to link the connections and handle the increased
traffic on the south side of Sunwood Drive. Rob Kalstabakken, 5571 Sunwood Drive NW,
Ramsey, noted that Ron and Anita Shore submitted a letter stating that they would be in favor of
a trail on the south side of Sunwood Drive.

Motion carried. Voting Yes: Mayor Garnet, Councilmembers Hendriksen, Zimmerman,
Anderson, and Connolly. Voting No: None.

Case #2: Ramsey Lions Club Application for a One-Day 3.2 Beer License

Police Chief Gustafson stated that the Ramsey Lions applied for a one-day, 3.2 beer license for
Ramsey's 25th Anniversary Celebration that is scheduled for Saturday, September 18, 1999, at
15153 Nowthen Boulevard Northwest. The Ramsey Lions have provided all of the necessary
documents required for issuance of this type of license. Under City Code, it is a permissible
activity to grant a non-intoxicating malt liquor license to the Ramsey Lions Club for the event.
The Ramsey Lions Club is also requesting waiver of the fee for the event, which has been waived
in the past.

Administrative Services Manager Pruitt Hottinger noted that she checked with the League of
Minnesota Trust and that they recommended that the City take out additional insurance for the
event and the Cities Insurance Agent also highly recommended the additional insurance.

Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to approve the application
and waive the fee for the Ramsey Lions Club for a one-day, 3.2 beer license for the 25th
Anniversary Celebration scheduled for Saturday, September 18, 1999, at 15153 Nowthen
Boulevard Northwest, and to direct staff to take out an additional insurance policy for the event.

Motion carried.
