Case #A: Report From Public Works Committee Case #1

1) Impact on Sunwood Drive Plans and Specifications

City Engineer Jankowski stated that at the August 10, 1999 Council meeting, City Council voted
to proceed with the construction of Sunwood Drive from Sunny Ponds to T.H. #47. The Council
reserved final review authority over the plans and specifications. Since the plans are being
prepared in conjunction with the T.H. #47 plan, which needs to be submitted as soon as possible,
a neighborhood meeting was noticed and held to allow input on project details prior to plan
submission. Seven residents signed in at the meeting. Subsequent to the discussion, the Public
Works Committee gave the following direction to staff:

1) A five-foot-wide concrete sidewalk will be placed on the south side of the roadway.
2) A crosswalk to include signs and pavement markings will be placed on the east side of the
Germanium Street intersection. A crosswalk at C.S.A.H. # 5 will also be marked.
3) Terrace trees will be provided on both sides of Sunwood Drive within the 80-foot right-of-
way and will be spaced approximately 30 feet apart.

City Engineer Jankowski noted that the plans were signed and sent into the State, but noted that
changes can still be made to the plans.

Councilmember Connolly stated that she would like to see the trail on the south side of Sunwood
Drive, but avoid the three existing blocks and have the trail connect directly to the park.

Mark Wilson, 14761 Erkium Street Northwest, Ramsey, stated that none of the residents want a
sidewalk/trail on their property and many of them don't think a sidewalk is necessary at all in the
neighborhood. He noted that he was told by the City when he moved into the neighborhood that
there would be no sidewalks in the neighborhood, only trails linking the parks.

Steve, Germanium Street, Ramsey, stated that the neighborhood is seven years old and the
neighborhood does a lot of things as a community. He expressed that all of the talk has been
about a sidewalk/trail on the north or south side of Sunwood Drive, but the neighborhood has
been established without a sidewalk and feels there is no need for a sidewalk in the
neighborhood.

Joyce Kalstabakken, 5571 Sunwood Drive NW, Ramsey, stated that she was not involved in the
discussions with Mr. Wilson in regards to the sidewalk, but expressed that she would prefer that
there be no sidewalk/trail on Sunwood Drive. If the City feels there is a need, for safety reasons,
then in her opinion the trail should be placed on the south side of Sunwood Drive. There are
currently no driveways, utilities, or signs on the south side of Sunwood Drive.

City Council/September 14, 1999
