Mayor Gamec suggested holding a special meeting to adopt the ordinance. <br /> <br />Councilmember Hendriksen questioned if the ordinance would have to be adopted prior to <br />sending a copy to the newspaper. <br /> <br />City Attorney Goodrich replied that if the ordinance were to be adopted on Friday, September <br />17% then it would be okay, which would save a week. <br /> <br />Councilmember Hendriksen questioned at what point the applicants are required to have a <br />building permit. <br /> <br />Community Development Director Sherman replied that whenever construction begins, a permit <br />is required. <br /> <br />Councilmember Hendriksen questioned if they could dig a hole on the property without a permit. <br /> <br />City Attorney Goodrich noted that the applicant can do anything they want with the property as <br />long as a permit is not required. <br /> <br />Mayor Gamec stated that the applicant could make a decision to construct a hole on the property, <br />but the Council is not recommending that the applicant do so. <br /> <br />Mr. Burnham stated if the hole is dug and there is fi'ost and the inspector comes out then he <br />would have to remove the frost. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to introduce the <br />Ordinance to vacate certain drainage and utility easements in Northfork Oaks 2na Addition. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Connolly, <br />and Zimmerman. Voting No: None. <br /> <br />A special meeting was scheduled for 6:30 p.m. on September 21, 1999, for the purpose of <br />considering adoption of the ordinance to vacate the drainage easement. <br /> <br />Mr. Burnham questioned if there was anything he could do to speed up the process. <br /> <br />Mayor Gamec replied no, the City has to follow the ordinance and the Charter. <br /> <br />City Council/September 14, 1999 <br /> Page 7 of 23 <br /> <br /> <br />
