Mr. Scheib replied that it would depend on the zoning ordinance not the Comprehensive Plan. In <br />the draft Comprehensive Plan it states projects that include townhomes must be done through a <br />P.U.D., which means if a developer wants to come in and build townhomes they would have to <br />go through the P.U.D process and follow some performance criteria that would have to be <br />approved by the Council. <br /> <br />Councilmember Hendriksen responded that he did not recall reading in the Comprehensive Plan <br />that townhomes required a P.U.D. He recalled a section stating if a development was over a <br />certain size it would require a P.U.D. <br /> <br />Mr. Scheib pointed out the area in the Comprehensive Plan where it was stated. He explained <br />that townhomes would only be allowed as long as the density criteria is met which is 4.0 units <br />per acre. <br /> <br />Councilmember Zimmerman stated that he is not opposed to townhomes with single family <br />homes, but not to the extent they have been shown. <br /> <br />Mr. Scheib questioned if a smaller lot size would be acceptable. <br /> <br />Councihnember Anderson replied that smaller lots would be acceptable with townhomes. <br /> <br />Mr. Scheib explained that there is a new evolution of life cycle housing and that they have tried <br />to draft a plan that accommodates all of the needs. He is hearing from the Council that they only <br />want single family housing. <br /> <br />Councilmember Hendriksen replied that most of the residents were opposed to the townhouse <br />development presented by Pulte. <br /> <br />Councihnember Anderson stated that she feels the people in Ramsey are between the two. They <br />don't want tight compact lots, but think there are a number of people who would be willing to <br />have some townhomes in the area and do embrace life cycle housing. She stated that there is <br />room in Ramsey for it all. <br /> <br />Councilmember Zimmerman noted that there are areas designated for medium density <br />development. The problem arises when townhomes are placed next to existing single family <br />housing. <br /> <br />Councilmember Hendriksen stated that he would like to see something that protects trees and <br />wetlands, but have similar housing adjacent to the existing single family homes. <br /> <br />Councilmember Anderson replied that someone will have to be adjacent to the townhomes. <br /> <br />Councilmember Zimmerman explained that the problem is changing of zoning ordinances. <br /> <br />City Council/September 23, 1999 <br /> Page 2 of 7 <br /> <br /> <br />
