Councilmember Hendriksen stated that there are plenty of apartments available throughout the <br />neighboring cities. <br /> <br />Councihnember Anderson replied that there is a shortage of that type of housing. <br /> <br />Councilmember Zimmerman stated that there are designated areas in the City that could <br />accommodate people who want to rent or purchase townhomes. <br /> <br />Councilmember Anderson replied that the City is only offering a very small area. <br /> <br />Councilmember Zimmerman questioned where Councilmember Anderson would suggest placing <br />townhomes. <br /> <br />Councilmember Anderson replied that she did not have a problem with the Pulte development. <br /> <br />Councilmember Connolly stated that she had a problem with the Pulte development because they <br />need to place single family homes along existing single family homes. <br /> <br />Mayor Gamec stated that it would better to mix townhomes into the center of a new development <br />buffering the existing neighborhood. <br /> <br />Mr. Scheib stated that he is hearing two things from the Council. One is that some of the <br />Council members want no townhomes or townhomes only in certain areas. He explained that the <br />plan does not apply as a zoning ordinance. <br /> <br />Councilmember Zimmerman replied that the zoning ordinance does not protect them, because if <br />the Comprehensive Plan allows something to be done the zoning ordinance doesn't matter, the <br />plan has to follow zoning ordinance. <br /> <br />Mr. Scheib explained that the Comprehensive Plan talks about general intent. <br /> <br />Councilmember Hendriksen stated that if the Pulte development meets the draft Comprehensive <br />Plan criteria, then he is not in favor of the plan. <br /> <br />Mayor Gamec noted that the Council has control over what happens. <br /> <br />Councilmember Connolly replied that there could be a Council in the future that would place as <br />many apartments in the City as they wanted. <br /> <br />Mayor Gamec replied that anything can be changed at anytime, just because a plan was put into <br />place doesn't mean it can't be changed. <br /> <br /> Zirnmerman stated that once the Met Council approves the plan it can't be <br /> <br />Councilmember <br />changed. <br /> <br />City Council/September 23, 1999 <br /> Page 3 of 7 <br /> <br /> <br />
