Zitco is proposing to construct a multi-tenant
retail building on Highway #10 and a portion of the building is proposed to be designed with
self-service mini-storage units. They are also proposing to house some additional self-service
storage units in an accessory building on the site. City Code does not permit self-service mini-
storage in any district and a conditional use permit is required. The development plan, including
the mini-storage units, complies with the 35% lot coverage restriction. The building exterior is
proposed to consist of rock face block which is in accordance with architectural standards
established in City Code.

Councilmember Connolly stated that her son is an employee of Zitco, Inc. and that she will
abstain from discussion.

Councilmember Hendriksen stated that there might be some issues relevant to the site plan in
Case #9 and suggested handling both cases together.

City Council/September 28, 1999
